Faced with contingencies for wartime conditions requiring upgraded combat capabilities, the Imperial Japanese Navy began planning the construction of special high speed fuel tankers beginning with the Tsurugisaki, followed later by the Takasaki. The Tsurugizaki was converted to a submarine tender during its construction at Yokosuka Navy Yard, which was completed in January 1939. The Takazaki, which underwent the same conversion process during its construction, was once again converted, this time to an aircraft carrier that was christened the Zuiho upon commissioning. The Tsurugizaki also underwent subsequent conversion to an aircraft carrier, and was christened the Shoho upon commissioning in December 1941. In January 1942 it was assigned to the 4th Group of the 1st Carrier Force of the IJN. It took part in the first naval combat in history between two aircraft carrier groups in the Battle of the Coral Sea in May 1942, where it was sunk by aircraft of an American Carrier Task Force after only four months in service.
